Stretched tires are a bad idea. Though it may save money, look cool, or give your car special powers, ultimately it's going to reduce performance. By decreasing the contact patch you'll reduce grip, or you could use wider wheels which will increase weight, rotational inertia, and aerodynamic drag. You'll be losing wheel horsepower, increasing the amount of braking required, and be more likely to run onto the tire's sidewalls.
